Yes but difficult simply due to logistics. Try to find another lawyer perhaps.

Seems plain English to me -- just don't "unreasonably" withhold consent just because of "financial" issues.

If you do not have a lawyer, the other lawyer may speak with you directly -- and in Federal Court, would be required to hold various conferences...
