If you get charged consult a criminal defense attorney. I would also report it to the insurance for the company.

Besides filing a complaint with the federal trade commission is there a personal injury claim I could file against them.

The doctor is entitled to practice medicine as he sees fit. You could go to another for a second opinion but it appears that everything worked out.
