File your own suit in small claims court and present the video. You will fare much better if you have a paid bill as opposed to an estimate.

There probably is a court order for possession in the foreclosure case. Check that file.

I assume that you do not have collision coverage. There is no much you can do until the case is filed in court by either you or the other driver....
