This seems like your best bet may be small claims court. Though there is no harm in consulting with a local medical malpractice attorney....

The doctor employed in a State Hosp. treated me there. She saw me and collected a fee in her name and office, and admitted me.

The attorneys above are correct. Send a Cease and Desist letter.
