Usually the instructions are on the actual court order, take a look at that order for garnishment.

Yes, money orders are the best thing. Make sure you keep your copy for at least 2 years just in case.

Liens are only used against real property. It might be possible to levy the person's bank account. Only certain creditors such as government types...
