In Connecticut, does probate court over ride DCF??? If I should chose to leave the state does DCF transfer me to new state?

You will need an attorney to file a petition in probate court since it appears the court is involved .

Yes you are entitled to support from that money. Get a support order. And then your attorney will know how to collect it.

It is up to the judge. It does not appear to be a conflict. However if a party raises the issue the judge might recuse himself
