Client sought "dashcam" video of State Police response to a traffic accident under the Right to Know Law. The Office of Open Records granted her request, as did the Commonwealth Court on appeal. The ... Pa. State Police appealed to the Supreme Court on the grounds that the videos were "investigative records". I represented Ms. Grove before the Supreme Court in this matter of first impression.
