OUTCOME: The court granted our petition for review.

Third Circuit Court of Appeals held that Mr. Tran had not been convicted of a crime of violence, and thus he was not deportable as charged by the government. A crime of recklessness is not a crime of v ... iolence, which requires intent to use or risk using force.
