There's nothing to prohibit you from contacting the prosecutor with an affidavit but I certainly wouldn't attempt it without legal representation

Take a look at minn. stat. 169.50, subd 2. You may be able to get away with the rear lamps assuming you can satisfy the wording of the statute.
