Yes. Once the indictment is unsealed it will be available on Pacer.

Signing an affidavit does not mean the case will be dropped. That is up to the prosecutor. The brother needs a lawyer.

You don't get to choose the judge you would prefer. There is no way to get a new judge because you don't like his rulings.
