Yes. I agree with Alex that you should submit this incident to the police in writing. Stealing is theft, even at low dollar amounts.

What can be done about the biological parent being in court hearings, he has no legal rights, and he has domestic abuse charges.

Courts are generally public places. Anyone can be present. If he's harassing or abusing you, your kids, or court personnel, that's another story.

Lying under oath is perjury, a felony crime. Getting the police to investigate and the county attorney to prosecute is a whole different challenge....

As long as there were no aggravating factors present along with the DWI, you should be eligible for reinstatement after 90 days.
