My insurance co paid 100,000 to a woman then she got 75,000 from her insurance co, do they have to prove that she needed this

It sounds like your policy limits were $100,000 so your insurance paid the money and walked away. Apparently the other woman was seriously injured...

Turn this over to your auto insurer and let them deal with it that is why you pay your premiums.

I agree. Unless the LL knew about the dog being dangerous you are probably out of luck.
