Get a lawyer ASAP. Refusal goes to license revocation, a criminal charge goes to jail time as you recognize. Do not handle this yourself.

I took a Plea for a 1999 Sub Offense where I completed a Sis. Why did they deni me a ccw permit if Im not considered a felon?

Your question is not at all clear and is not a federal law question. CCW permits are handled under state law.
How much time will you serve on a year and a day sentence state time.Im in jefferson county jail, waiting to be sent to DOC.

Do sex crimes get an 85% sentence and are they even allowed to get a 90 day kick out? If its a class 5 felony (non violent)
