Juvenile Court wrongfully ruled in favor of DFCS. Before case reached consideration by Court of Appeals, DFCS relented and placed children with sister and brother-in-law of biological mother whose rights were terminated. Chatham County DFCS admonished by state office for improper conduct in favoring adoptive placement with non-related foster family rather than family members of biological mother.
