Contrary to statutory direction, Chatham County, Georgia, Department of Family and Children Services (DFCS) wrongfully favored adoptive placement with non-related foster parents, rather than statutoril ... y favored adoptive placement with Mr. Bull's clients --- sister and brother-in-law of biological mother whose rights were terminated. Juvenile Court wrongfully ruled in favor of DFCS. Before case reached consideration by Court of Appeals, DFCS relented and placed children with sister and brother-in-law of biological mother whose rights were terminated. Chatham County DFCS admonished by state office for improper conduct in favoring adoptive placement with non-related foster family rather than family members of biological mother.
