Yes, you can move wherever you want with your child, unless there's a court order that says something different.
Can I slap my child across the face or spank them on the bottom in the state of Iowa and it not be considered abuse

Spanking is considered abuse IF it leaves a mark. Spanking without a mark isn't abuse.
