Divorce court is the answer... or you could go to the nursing home where the wife first put him and see if they'll tell you where he was...

In Michigan at least, every gift, however small, is a divestment and if both step mother and father have Medicaid, it's hard to see where the $$$...

I think it first depends on the nature of the life estate... if joint, nothing to probate and it goes to the surviving joint tenants... Consult...

Your brother may have used the PoA to transfer assets to himself or something else may be happening... The way to find out is to open a probate...
