It's not a crime. It's a breach of contract that you will need to sue in small claims ct.

You would need to file a quiet title action in court. Very time consuming and expensive. Try the voluntary route first.

Yes, they can add zero tolerance under 21 drunk driving if they see so fit. You must have a lawyer in this case. Very risky.
