It would depend on what the policy says. Need to read your policy. I would doubt they both pay 80% though.

can take anywhere from 30-60 days. Sometimes longer depending on whether or not there are liens and if they can be resolved.

MI is a no-fault state. The other drivers insurance company is responsible to pay for his property damage, assuming he/she had collision coverage....
