If you are subject to two year home residency you cannot change to another non immigrant status while in the country.

In I-797 c it says the receiving date of form I-485 is April 1st 2016 but my priority date is Nov 1st 2015. What does this mean?

I agree with my colleague. The dates have nothing to do with each other. There are separate. April 01 is the date that you filed your I-485.

Your minor child is also required to maintain the residency requirement. You cannot apply for re-entry permit while being outside of the country.
