Argued successfully before the Supreme Court of Ohio that "State must show blood test substantially complied with Ohio Adm.Code Chapter 3701-53 and R.C. 4511.19(D)(1) before test results are admissible ... , even when test was not made at request of law enforcement and when test was performed by accredited laboratory for purposes of medical treatment."
