H-1B has nothing to do with your marital Status, you can go ahead and marry. Yes, at the time of visa stamping you can also choose H-4 as well.

the best way is to call NVC and confirm they have received your application if you have sent copies and have another set, send it to correct address.

Your new approval notice will have extended I-94. Please check your I-797,if it's there, you can file for EAD
