You need to have U.S federal Tax return to file I-864. It seems, you need a Joint Sponsor, must be permanent resident or U.S citizen with U.S. Tax...

If you had Waiver condition in your visa, you could not have been able to get H-1B visa. Please check your J-1 visa stamp in the passport.
