B-1 visa seems appropriate, but he must show strong tis to his home counry and an intent to return after the interview

You are confusing the requirements for H-1b and a green card. In general, you BA degree must relate to the job you will preforming for the H-1b....

i assume your spouse has the conditional green card. If so, USCIS can not approve a petition if jointly filed and you are legally separated....
