With the recent decision from the BIA regarding "Advance Parole", would tps aliens still be refused adjustment of status?

It depends .. I urge you to hire a lawyer to make that argument for you...it may or may not be accepted by USCIS or an IJ

You can not work under H-4 status. An E visa MAY be possible
