My client was stuck in Jamaica with an expired permanent residence card. In this case, the US Embassy is supposed to issue a "transportation letter" valid for 30 days to let the immigrant return to the ... US. Except, in countries where there is also an Immigration and Customs Enforcement office (Jamaica is one) that office is supposed to issue the transportation letter. After dozens of phone calls and e-mails with ICE, I was finally able to convince them that my client was entitled to a transportation letter. It took more than two months, all because my client had incorrectly stated to ICE that he had an expired "re-entry permit" when he actually had an expired green card. I fought my hardest to get ICE to understand the true nature of things in this case. After a long, hard struggle, ICE finally issued my client his transportation. Now, he is back in the US preparing to apply for his US Citizenship.
