Plaintiff brought action against county council for violations of the Freedom of Information Act (FOIA). The Circuit Court, Saluda County, William P. Keesley, J., determined county's practice of amendi ... ng its agenda during regularly scheduled meetings did not violate the FOIA. Plaintiff appealed. The Court of Appeals reversed, 398 S.C. 501, 728 S.E.2d 488. County council petitioned for a writ of certiorari. Holding: The Supreme Court, Moore, J., held that council's amendment of its agenda during regularly scheduled meeting did not violate the notice requirement of the FOIA.
