No rule on waiting period. But, it would be a good idea to meet with an attorney to determine whether or not you're eligible to adjust in the US....

My Parents visitor visa was rejected in last month , where in DS-160 form was filled by an agent.

You can't correct an already denied visa application. Make sure you properly fill out the new visa application and make no errors or omissions.

Yes, you are allowed. But, you risk being denied entry into this US since you no longer have non-immigrant intent. Proceed with extreme caution.
