Edward Leonard Ostrowski Jr.

Ed provides legal counsel to elected and appointed public boards and administrative officers in contractual, statutory, employment, student, and internal board matters.

Ed has appeared in all levels of state and in federal district and appellate courts, in administrative forums, and in regulatory actions and appeals.  He has advised his clients regarding regulatory actions and appeals before the State of Ohio Industrial Commissions, Employment Relations Board, Department of Education, Civil Rights Commission, Unemployment Compensation Board of Review, Board of Tax Appeals, Industrial Compliance Board, Public Utilities Commission, Liquor Control Commission; and before the Federal Equal Employment Opportunity Commission, National Labor Relations Board, Department of Labor Wage and Hour Division, OSHA, Department of Justice, and HHS Office of Civil Rights. He represents public employers during collective bargaining, grievance administration, arbitration, ULP, EEO, and workers compensation matters.  He assists health benefits entities with PPACA, COBRA and HIPAA compliance, TPA services, SPD development, provider and stop-loss agreements.
