Mother and child relocated to Panama when child was 10 months old. Throughout that time, Mother routinely sent the child to Northern Virginia for visits with the child's paternal side of the family dur ... ing the child summer break from school. When the child was 8 years old, the Paternal family retained child in the U.S. without any consent and over the objection of Mother. The Court Ordered the child to return to Panama and also Ordered Mother's attorney's fees and costs to be paid by Father in the amount of $29,900.00
