Township sought enforcement of two public ordinances and requested permanent injunctions against Defendants for conduct relating to shooting and shooting range activities as well as shooting across pub ... lic roadways that impacted the local environment and residents. Following a bench trial, the Court found that the Township was entitled to permanent injunctions against certain of the London defendants until the Township has certified that Defendants have complied with the requirements of the Township's ordinance for conducting shooting-range type activities. The issuance of the permanent injunction did not prohibit the Defendants from engaging in personal shooting activities on their property. At the outset, the Court noted that the Township had "not in any manner attempted to interfere with the Defendants’ Second Amendment right to bear arms," but that the Township has consistently focused on the safety and welfare of local residents. The Court granted the Township's request for a permanent injunction against specified defendants, prohibiting them to conduct, or in any manner promote, permit , allow or participate in any target or non-hunting shooting activities across all public highways in the Township. Hunting activities that involve shooting over any public highway must be done in compliance with the Pennsylvania State Game lands. The Court observed that "[b]oth Township Ordinances in question clearly indicate they are not intended to suppress or interfere with any activities protected by the Second Amendment."
