Mr. Adkins sought a promotion within the Kentucky Department of Corrections. Two merit processes found him the best candidate, but the higher-ups blocked his promotion both times. He claimed to the Ken ... tucky Personnel Board that political favoritism had blocked his merit promotion. The Board ordered the promotion process be done a third time and Mr. Adkins was finally awarded his deserved promotion.
