Includes public utility law outside the telecommunications context and issues involving the interpretation of complex administrative statutes under federal and state law.

My work in constitutional law emphasizes doctrines affecting federal and state regulation and taxation of commercial activity, including all aspects of the commerce clause, privileges and immunities, substantive due process, takings, and the contracts clause.
