I agree with Larry. Charges stay until expunged. The DUI lookback period is 10 years.

I agree. Chances are slim that they will furlough him after he has already shown he is a flight risk.

I agree. You may be able to have your diversion cut short but it is not a guarantee. After all, you agreed to 3 years.
I have video of neighbors 24 hour drug or prostitution activity that is happening is that enough to turn over to police??

All you can do is keep calling the police or take your evidence to the County Attorney's office to swear out a criminal complaint.

DUI first doesn’t sound right with 5 years probation. Your PO can set conditions on your probation.
