As previously stated, you co-signed the lease so unless the landlord wants to let you out of lease, you are responsible for it.

You can't sue someone for "grimy" behavior.
You may be able to get it through a freedom of information act request, but don't expect it to be quick.
In order for the doctor to treat you, and for insurance to cover it, you have to answer whatever they ask you honestly.
As stated, if you are cited, get an attorney. If not, let it go and stop making statements that can come back on you, as there is no attorney...
