Foster Parent Intervention and Adoption. Children had been in foster parents care over 3 years. CPS attempted to return the children to Bio Father in Mexico. Even though he had multiple deportations ... and drug history. He had virtually no contact with the children and paid no child support during that time. Case went to the Texas Supreme Court which ruled that CPS can not return the children without having a full hearing on the matter. Case ultimately went to trial where the fathers rights were terminated. Foster parents were granted sole custody and fathers appeal was subsequently denied.
