In August 2007 Baker, a client of Harper Law, entered into a contract with Dolphin Beach to service A/C units on condos in Puerto Peñasco, Sonora, Mexico. All contract discussions took place in Arizona ... and the contract was signed in Arizona. Baker was not a licensed Arizona contractor when he signed the contract, nor during the time he performed work. After Dolphin Beach stopped paying and terminated Baker's services, he sued Dolphin Beach in Arizona Superior Court for breach of contract. The trial court dismissed the case because Baker was not a licensed contractor but the Court of Appeals disagreed and let the case go forward.
