Elderly, Spanish speaking client was approached by unscrupulous building contractor to install solar panels, replace roof, and replace windows on his home with "no out of pocket cost". Only a small po ... rtion of the roof was replaced, without permits. No solar panels or windows were installed. Client was induced to sign satisfactory completion document written in English. $167,000 lien was recorded against his home payable over 20 years at $16,000 per year. Client could not afford annual payments, lien made property unmarketable. I threatened to sue contractor and "clean energy" lender for fraud, elder abuse, unfair business practice, and rescission.
