If the person entered as a nonimmigrant, then an I-94 number should exist, but, then again, USCIS databases are not always correct and updated....

The UK falls under "All Changeability," as do most other countries. Only the other four countries listed have separate dates. Good luck!

I've seen receipt notices arrive anywhere from 2 weeks to 6-8 weeks. Verify if the filing fees were cashed by USCIS. Call the USCIS 1-800. Good luck!
