Attorney Jacobs is correct. Once you receive benefits from the State, you are authorizing the Department of Revenue to file a case for Child Support.

Florida does not have "joint custody" so I am slightly confused about that and the question about a lawyer for the child. Have you been to Court yet?

You will either have to sue the Mother in Civil Court for the return or try and work out a deal with her. Was DOR involved?
