Client was walking down the street with other individuals, who all appeared to be high-school aged, and school was ... in session. Officer saw the individuals and noted that they are in the parking lot of a mini-mart and there were no cars in the parking lot. The individuals left the store and walked down the street. The officer watched for a few minutes, he then drove around the block. The officer decided the boys were up to no good, so he stopped them, the officer later discovered that the boys had been in a vehicle that was reported stolen. However, the officer did not know, when he stopped them, that they had been in that vehicle earlier. It was not until after being detained that the incriminating information was developed.
