If you signed a waiver, you probably cannot get an accounting because you waived the accounting.

It should not be too late to create a trust. Make sure she has a POA for Health care & POA for finances. And, make sure the assets are transferred...

You can try guardianship, but the agency with foster care works rapidly, so you may not have the guardianship before the agency gets involved.
