It would be unlikely to get max jail (or any jail) for a second DUI outside 5 years unless aggravating factors such as a collision with injury....
One is a misdemeanor and i think that one is a felony is there a chance that they will not extradite him too Illinois ?

There is always a chance that noting will happen. But, with a felony Illinois is likely to seek to extradition. If you are ever in Illinois again...

Depends on the county and judge. Typically 7 days more or less on a judge's regular bond call or sooner if an emergency motion.
