What is the alleged evidence that is being withheld? If there is a motion and it was granted, then a judge gives a specific time frame.

Not a good idea. The judge won't read it and the state won't care. The state may even be able to use it as evidence or add additional witnesses...

Those are very common letters. It is your choice as to pay but the chance of them suing you is very remote.
