You can ask that your fees be paid. Most likely it will be a function of need and the ability to pay.
If my probation expires before the sending state (Illinois) Files a petition to revoke / issues a warrant, what happens?

You can approach the parole authorities but I doubt you will get let off.

If the police are going to say that you were smoking marijuana as they approached and you say you weren't the court will probably find probable cause.
