If no intent to hit the guy existed, then you did not commit a crime. You can be charged, but you also have a right to have your day in court.

Depends what parameters they search, but most likely, yes. Best thing to do is be honest on your application about the charge and how it was resolved.

Technically they don't have to allow you a PTI program because of your prior. Out in Pinellas County, the State Attorneys are notoriously harsh....
