You cannot. If the mother and child live in Philadelphia, that is the only place you can transfer it to.

Absolutely. Freezing a bank account is something they do to collect overdue child support (arrears).
My neighbors put a shed on our propety. We have asked them to remove it and it has been almost 72 hours and it is still there.
