Robert Raymond Hearn

Bob Hearn practices in the area of commercial litigation. His practice focuses on complex civil litigation, with an emphasis on defending medical, engineering and other highly-regulated technical services firms and companies against personal injury and wrongful death claims arising from alleged professional negligence.

Mr. Hearn represents a major clinical testing laboratory in a wide array of litigation matters including medical malpractice claims arising from cytology and histology cases, prenatal genetic testing, and microbiology and blood testing work, as well as in commercial cases arising from disputes between medical providers. He focuses on defending misdiagnosis of cancer cases, particularly those arising from Pap smear screening and dermatological and breast pathology.

Similarly, Mr. Hearn routinely represents a global engineering firm in multi-party wrongful death and personal injury cases arising from catastrophic accidents at roadway construction and improvement sites.

Another substantial part of Hr. Hearn's practice is based on handling regulatory and licensure matters in the healthcare field. He has represented clients in administrative litigation arising from the award of state Medicaid contracts to medical service providers and in matters relating to Medicaid overpayment audits and related claims. Mr. Hearn also works routinely on physician and laboratory licensure, certification, and compliance issues in Florida.

Prior to joining the firm, Mr. Hearn was a partner in a prominent D.C.-based white collar criminal defense firm where, in addition to his civil practice, he represented corporate and individual clients in criminal matters arising from the alleged violation of environmental laws (RCRA, and the Clean Water and Endangered Species Acts), and in healthcare fraud and abuse, securities fraud, public corruption and telemarketing fraud cases. Mr. Hearn serves as the deputy practice coordinator of Phelps Dunbar's Tampa litigation group.
