As matter of first impression, constitutional provision allowing an ALJ's order in a FCPA action to be enforced by the Secretary of State or “in a private action by the person filing the complaint” did not allow lobbyist to enforce ALJ's order by private action, and statute allowing “any person adversely affected or aggrieved by any agency action” to seek judicial review in district court did not allow lobbyist to enforce ALJ's order.
