Apply with a sponsor. USCIS will send an RFE, request for additional evidence, if sponsor income needs a joint sponsor.
H4 EAD want to apply based on I-130, not I -140, does it possible?

The H1 is required to have a I-140 approval for H4 EAD.

It appears you never filed I751. You may file I7511 concurrently with N400. Be prepared to tell USCIS officers why you're filing I751 late. Good luck.
