Mr. O'Neill was born in Holyoke, Massachusetts and joined Gould Cooksey Fennell in 1977, becoming a partner in 1980. He chairs the firm's Commercial Litigation and Construction Disputes Practice Group. Mr. O'Neill now holds the rare distinction of being triple board-certified in areas of specialty by the Florida Bar. In 1983, he became a member of the first group of Florida attorneys ever board-certified as a Civil Trial Lawyer. In 1996, Mr. O'Neill became a member of the first group of board-certified Business Litigation Law attorneys in Florida. In 2005, Mr. O'Neill obtained a third certification in Construction Law, being in the first group so certified. Mr. O'Neill has enjoyed a wide ranging professional background with his practice areas spanning all three sections within Gould Cooksey Fennell, with an emphasis on construction law, business, real estate and probate litigation. He is also listed among Florida's "Super Lawyers", a service which identifies the top 5% of attorneys in the state, as chosen by their peers and through the independent research of Law & Politics Magazine.
After receiving his Civil Engineering Degree from Merrimack College in Massachusetts, Eugene J. O'Neill attended evening law school at Western New England College School of Law. During law school, Mr. O'Neill worked as an Engineer/Superintendent for E.T. O'Neill & Son Construction Corporation and subsequently was an Assistant Clerk of Court for the District Court of Holyoke, MA.
Mr. O'Neill is a member of the Florida Bar, the Massachusetts Bar, District of Columbia Bar, the American Bar Association, and the Association of Trial Lawyers of America. Aside from his bar involvement, he is an Associate Member of the National Association of Home Builders, the American Society of Civil Engineers, a panel arbitrator of the American Arbitration Association and a former adjunct professor of Business Law at Florida Tech Graduate School and Warner Southern College. In 2003, he was certified by the Supreme Court of Florida as a Circuit Court Civil Mediator.
Mr. O'Neill is authorized to practice in the Commonwealth of Massachusetts, the District of Columbia and the State of Florida as well as several Federal Districts Courts, the 5th and 11th Circuit United States Court of Appeals and the Supreme Court of the United States.
Mr. O'Neill is past President and Director of both the Indian River County Bar Association and the Exchange Club of Indian River. He is also a Third Degree Member of Counsel No. 5629 of the Knights of Columbus.
